I purchased a movement to play around with.  The hour gear (hand mounts onto) came with a wave washer.  I assume the washer goes under it and I should add a little oil to it?

No oil, this is to keep the wheel down, otherwise it will ride up and the hour hand may disengage , assuming wave is the dial washer which is a 'wavy' brass ring

Back of dial plate where the washer comes in contact with, should be flat and clean , some dial plates come machined in the back to ensure flatness.

I would say flat isn't always true , as the bend is the bit that pushes the hour wheel down. Depending on whether the dial is flat or domed decided which way round the bend god's but happy to be told otherwise

I do not have a dial on this watch (skeleton).  So I will just leave it out and press the minute hand down far enough to keep the hour gear lined up then?

You will likely need this still more so without a dial, if it came with the movement, why would you not keep it ?
