Loose roller table

Hello, I'm trying to rivet a roller table to a balance staff and it doesn't want to hold or fit tight. Can I shellac the table to the staff? Is there something else I can do?

a little more information like photograph type of watch etc. would be helpful

How loose would you say the roller feels. There is a question of the roller table being a wrong one. The radial distance impulse pin stands at affects the oscillation.
