My suggestion would be as you are in USA to take a look at Sherline because they are in USA & still in business & you can not only buy the lathe but also a milling attachment & a manual or computer controlled indexer either separately or as a complete kit. The stud screw is shared off, or it is missing. You have to remove (to press out) the stud from the stud carrier. This means to support the end of the stud carrier on the edge of something while holding the cock in a manner that the balance will be free to fall down and to press on the stud with proper tool. But I don't expect the balance to fall, as the spring is possibly wrapped above the cock. So, if this is true, try to gently "unscrew" the spring or in some other kind manner to release it, then show pictures of the damages. If it is still OK, then consider it as a miracle. -

This can be due several things. The most simple is the dial not touching the movement (there is a gap between them), which allows the minute wheel to go up enough and disengage from the cannon pinion or hour wheel itself. Too tight canon pinion is something that makes this happen easier. -

As the question is about indexing, see this video. The quality is bad, but You can see how my setup for wheel cutting works and how the indexing is done. The index disk is just printed on paper. Otherwise, as it is seen, I use minilathe for the purpose of watchmaking and I find it more convinient than regular watchmakers lathe -
And the "brand" bottles are still crazy expensive (£175) but knock-offs are about £20 on ali.. So for the price of 1 silicon cushion you're sorted..😉
