Always nice if you give us a picture because. In the absence of a picture googling works the first link if you scroll down far enough it indicates it's a 12 hour dial. Then I found one on eBay it has a 24 hour dial.

One of the problems with watch companies are they don't think of the watchmaker. That means they don't have detailed service sheets for every single watch they ever made. In the case of Elgin the most you ever find would be a parts list like the one that I'm attaching.  Which of course conflicts with what we find below. So I would go with the Elgin sheet and assume it's a 24 hour dial with balance hacking.
