I want to preface with Im new to this. Now that thats out of the way, Im attempting service of a Pobeda 2602. I cant tell if its wear or if they were manufactured with loose tolerances. 

The movement has been cleaned and if it has a full wind, it will run for several hours. When the spring gets to the low end of the power, the watch stops. A slight press on the barrel and the watch begins to tick again for a few minutes.

Would this most likely be binding?

 Mainspring might be too weak.

Did you grease the barrel and lube its arbour?  that reduces friction due to possible rubbing between mainspring and barrel.

Did you lube the pallet jewels?

How many hours? Do you have a timegrapher to check amplitude and pattern in different positions? If not, you will need one.

When almost unwound the force is minimal and any variation at the mainspring can shift the equilibrium to restart the balance. In fact it is good that is starts by itself. 

Now, few minutes of ticking is a very small rotation of the barrel, so not very significant. The normal way to check the freedom of the train is with the pallet removed, wind it a tiny bit, check that fully unwinds  and that at the very end the escapement wheel recoils a bit.

As JDM says, pushing the barrel to force the train to run proves very little. 
 

Test the free-running of the train as he suggests. And perhaps also check that the balance swings very freely while the pallets are removed.

I do. It runs around 230. Sometimes it would drop to 150 but if i pressed down on the barrel, it would jump back up. I think I need to clarify Im not spinning the barrel, but actually pressing ON the barrel, it seems to slightly wobble.  Right now the beat error is around 4ms

I did clean all the parts and oil them under a scope so I feel theyre clean now.

I did grease and oil all of the parts except the palette fork. The palette jewels are lubed with 9415. Sorry the video is so bad, I need a new phone. If you cant make out what is going on, Ill figure out another way to capture some video. Is this the correct way to check train freedom and a little recoil?

After going through your checkings and advise, I may have solved the issue.

I have a couple other pieces of the same movement and when I made the video above, the train didnt seem to move as freely as it should. I started to take apart the other movements and when I pulled the barrel out, I noticed it was put together different than what I had been doing. I had the barrel cover on upside down the entire time:/

This would account for the wobble and probably touching the center wheel at times. After I installed it the correct way, it seems to be ticking along! Theres a beat error, so thats my next fix.
