 Canon pinion is too tight, turning clockwise should feel a bit stiff too, this would eat some of the amplitude.

 If you decide to fix it, just adding a bit of grease or oil will loosen the canon pinion.

Russian watches are to self polish as they run, I see poor polishing on nearly all their brand names.

Turning hands through crown might help loosen the canon pinion.

Yes. Some people calls that "poor's man hacking", it's useful to precisely set seconds.

it depends upon the watch. If you're careful as jdm mention it's a beautiful way to set a watch to the second. So you just have to hold enough pressure to stop the watch but not turn to cause the canon pinion to slip.

Nearly all the mechanical Seikos I have worked on did that too.  That's how I would check the regulation.
