Application can be done with watch/clock oilers. Spe are pens like the Bergeon and are expensive, Oil pen 1is a cheaper version and the coloured  oil pins are used for watches and clocks depending on the size of the clock and the amount of oil required.

Windles is the best. If you repair small travel alarm clocks then a pocket watch oil for the balance. French carriage clocks with a platform escapement again use a pocket watch oil with a fine oiler

Thank you! Is Moebius 941 OK for escapement wheel lubrication?

No not for clock escapements. It is a synthetic oil developed for surface treatment of pallet jewels and the escape wheel in high frequency watches above 28'800 train. Also for high grade quartz movements.
