It appears to be an electrical clock as there is no winding key. The starter is for you to spin the motor spindle to start it moving. The AC cord appears to be missing.

This is not a good start. If you are going to start repairing clocks then start with the simplest a 30 hour alarm clock

The one you have chosen is a electric timepiece as someone has said you turn the nob on the back to get it to start. No mainspring as it works on eccentricity. What is missing beside the flex is just a nut that helps to keep the back in place.
