I have a table top watch bench (10” height).  

When seated at the table, what is a comfortable working distance from the the watch bench surface to my face so that I may know how high or low to adjust my chair height.

I don't think there is any hard and fast rule here. It's all a matter of preference. 

I would recommend setting it at a height where it is comfortable for your shoulders. If you set it too high, your shoulders will hurt. If you set it too low, your neck will hurt. You can also adjust your working height by adjusting your seating height. That might be easier for discovering your preferred working height.

Personally, I switched to working under a microscope about a year back and I find it more comfortable  and puts less strain on the back and eyes. The only time I use the bench is when working on clocks.
