Help! The balance wheel is scraping against the balance cock?

Hey guys! I just got the tools to take apart this 1881 Elgin Grade 13 pocket watch movement. It is a training movement I got a while ago, so no case or winding key. I was just going to look into it's design but I realized the balance spring looked brand new! I assembled the watch and when turning the balance, it obviously scraped the side of the balance cock. Nothing else seems to be wrong with the balance, and I can't imagine why this would happen. Maybe a screw isn't seated correctly? I would love some answers to point me in the right direction, at least to stop the horrible sound of the balance when turned. Why do you think it's scraping?

Then it's hard to tell from your picture but it looks like they hairspring is a flat? In other words it almost looks like it's touching the balance arm and that would cause issues  to hairspring has to be flat it may be an optical illusion to pick sure you'll just have to look in and get a better view for us.

When the balance wheel is rotating doesn't look like the balance wheel is out of round? That's a bimetallic balance wheel and sometimes people like to play with the arms  and not where the supposed to be. In other words they could be  bent outwards or more usually they get squeezed in their bent inwards. Or somebody wasn't careful in the restaffing the watch and end up where they no longer flat then they can end up rubbing on the plate this also happens if the balance staff isn't the right one that you don't have clearance.

08 you want to check all the screws and make sure there down tight not super tight real break them.. Doesn't look like you have any mean time screws so all the screws should be down..
