Thanks. I tried this. There is a point when B bumps up against the bottom of A. If I continue to force B, it then tries to go under A risking A being pushed off the balance. In short, there appears to be a limit to how much swing B can achieve and best of my ability I’ve hit this limit.

Hi Murks, You can get one of the screws from one side and put it on the other. You say the balance doesn't even move on the poising tool, are the pivots OK? -

I saw the same website but I can't see how it would work. The blade looks like it meant for circular stock. -

Ok. I did a brave thing and checked the apparatus from all sides. Turns out it is a watch tool, Gem pat no 435111, a bracelet cutter indeed. Thanks for all the guesses. I really don't see how it works and to be honest I don't really care. I like how it looks so I'll stick with it.
