Hi I'm working on this elgin 292watch a serviced it but a notice the pallet motion works for few minute then it completely come to a stop meaning it is not doing the lock or unlock what can be cause?

 Does it stop regardless of position its in ?

 If it starts with low amplitude, then its likely excessive friction in the escapement . 

 Periodic stop that corresponds to a gear, indicates a bad teeth/ pinion in the gear.

A haven't put the balance wheel yet to check the amplitude it when I'm checking the pallet motion that's when it happens in Does it stop regardless of position its in in what way do you mean?

If that's the case how will a put the lever on the cannon pinion back when needed it had to go back at some point ain't it part of the movement it  can't stay of ?

the cleverness is this just put the watch into the operating mode of out of the case by moving that. After all at one time the watches were sold separate from the cases and they had to run outside of the case so typically they would have a method of achieving that

would help to have the classic information like what was the watch doing when you received it? In other words was the watch running and now it's not or the watch wasn't running at all and you're trying to repair it?

If you remove the pallet fork does the gear train spin?

then it's really hard to tell from your picture we really need a better picture of this location as I really can't see the pallet jewels and I'm curious about the location of the banking pins. Unfortunately on American pocket watches that are adjustable and often times they are not in the right place. Occasionally they have enough adjusted so much they have a habit of moving all by themselves and that could be very bad.

A part of the keyless works is placed in the case of the watch, Murks. This movement doesn't work normally without it's case. Put the movement in the case and if the sleeve is regulated properly, everything will be OK.

A notice now it running for a period now but sometimes it stop a had a look on the banking pins and there seem fine plus the train wheel it running freely the teeth are fine the plus the pivot but a notice the pallet has no shellac holding it so all the shellac is removed

Meant,     like DD and DU positions.   

  Didn't think balance is yet not installed.

so I gathered, the " completely"  stop your talking about  .... is due to a fault in the escapement or main train.
