Have you seen this tailstock configuration?

I bought out a deceased watchmaker for a tiny amount of $.  Among the spoils was a Peerless lathe with this tailstock.  I have never seen a collet holder mounted to a runner.  I am almost certain this is NOT a morse fitted tailstock collet holder that are known far and wide ( I have a couple).  This collet holder is intimately attached to the runner.

You can also look at NAWCC forum but I would suggest you pay for learn time online ultra course lifetime membership not that expensive but will give you good grounding on watchmakers lathe and how to use it via video that can be downloaded, clock repair is also included .
