You're guess is as good as mine but I wouldn't call those spare parts.

A number of stopwatches (stop timer movements from firms like Venus) had onboard spare part storage. A staff, some springs and an often-broken pinion from another wheel have been listed by people describing the contents. Those watches lived a more perilous life than standard watches.

I don't think I've ever actually seen one in person but I was aware of the existence of spare parts. I would agree that the balance staff would be the most likely spare parts to be in.
